Actually I believe the correct interpretation is "don't drive your car through town whilst it is presently on fire". Doing so would likely result in a moving violation ticket and some sort of small fine. So beware!
Jacob. if you have a chance, stop by at Gui Lin at Guang-xi province. It is a bit touristy place but has spectacular mountain, river and caves.
